If you found the chat site in a search engine, then there’s a good chance that fake sites paid to be on the top results.
Find your legitimate Apple Support on Apple’e site only (apple.com) — or take your chances with unknown pretending entities.
Absolutely a scam, if they purported to be Apple Support. Apple will never charge you just to connect to a tech, nor will any other legitimate service provider. I'd suggest reading this:

As long as you've not given them any payment details then they can't charge you.
Anything that says it’ll charge $5 and then charges $45 is a scam. On line or not.
