Wallet and Apple Pay Settings won't display in System Settings

This has been going on since the past couple of updates on my M1 MacBook Pro. Wallet and Apple Pay settings will not display inside System Settings. The icon is there, but when I click on it, it's just a blank screen. See attached. There is no error, no prompt to enter credentials, nothing, just won't display. I use a Magic Keyboard with TouchID, but I've also tried accessing just from the MacBook itself and there is no difference. The machine has been rebooted multiple times, nothing seems to work. Any ideas?

Is that 2nd user account signed into iCloud with the same credentials as your own user account?


I had an unusual problem with Wallet and Apple Pay because I did use my Apple ID on a second Admin account on my MacBook Air. Signing out of iCloud on the other user account cleared it up. Apparently there is some security conflict if multiple user accounts share the same iCloud credentials, even if they aren't simultaneously active.
