How to recover photos that arent backed up on icloud from a broken iphone

Hi, i dropped my phone yesterday and the screen just gave up on me. It looks normal, i can turn on the phone but it doesn't react to touch at all, so essentially all i can do with it is turn it off and on using the side buttons.

I had around 11 thousand pictures on the phone but only 6 thousand are backed up on icloud as i used up all of my 50 gigabytes of storage.

My question now is, if i upgraded my icloud plan to 200gigabytes from my ipad, would the remaining pictures automatically upload to my icloud account? If not, is there any other way to recover my pictures?
