Creating a subfolder under Pictures in Sequoia

In sequoia, I'm trying to create a new folder under Pictures. I get a message: Not allowed to modify or delete because the system needs the Pictures folder. So how do I create a subfolder?

Partially worked. That did create a directory on the desktop and it did drag to Pictures. However it wouldn't allow any files to be copied or transferred into it and it was labeled as a PNG image in the Kind column. This used to be simple. I'm greatly baffled and I'm clearly in over my head.

If you highlight the picture folder in the Finder side bar Command i opens the Information pane.

Verify you have read / write access —if not unlock the pad lock and make a change .
