How to stop new safari windows from opening in full screen?
Open a new window and its full screen.
It should be size of previous window, This another annoying apple feature no one wants.

I agree - another feature that I did not want.
You may not. However, there are those that do. Some people have even paid for third-party apps in order to have Tiling before macOS Sequoia. Different strokes… :)

Thanks for the link. But there is nothing I see (am I being dense?) about turning Tiling off.
I just want to custom size the Safari windows. And have it restored to that when I restart Safari.

All I have wanted to do since getting this new Mac mini Pro is to stop Safari from filling up my screen when I reopen it. I want the windows to look the way it did when I closed it.

Figured it out, BUG
If your previous window is pushed to top of window new window opens in full.
Pull it down and push it back up, new window will be the same size

It's not a bug. It's the new Tiling feature. You can disable the features in System Settings > Desktop & Dock under Windows.
System Settings > Desktop & Dock. Scroll down to Windows. Disable the tiling options.
