The OP did NOT ask about a missing tool bar he asked about a missing search/address bar which I also cannot find when I open Safari

Yes thanks that did finally work . I had looked at that prior to posting, but that entire window was so grayed out I could not tell if I was grabbing it to be able to drag it. Then I tried it anyway and it did work
Try going to View > Customize Toolbar... > Drag the Address and Search item into the toolbar.
