First, you should try to figure out what is causing the slowness in your Mac. I do not recommend upgrading your system until you have done some research into why it's running slow. Simply upgrading the OS is almost never the right solution.

I suggest downloading & running Etrecheck, then post a copy of the report here. (Use the "Additional Text" button in the edit strip at the bottom of a post.) Etrecheck is a diagnostic utility, it does not report any personal information. It will provide insight about what may be causing slowness in your Mac.

Regarding the operating system, OS X 10.11.6 (El Capitan) is probably the last version of OS X that could be installed on your 2009 MBP.

According to the report, the write and read speeds of your hdd are terribly slow. This alone would explain the poor performance of your MacBook Pro.

Performance:

System Load: 2.45 (1 min ago) 2.34 (5 min ago) 2.86 (15 min ago)

Nominal I/O usage: 1.23 MB/s

File system: 68.17 seconds

Write speed: 32 MB/s

Read speed: 33 MB/s

If you intend to keep using this obsolete Mac, the single best thing you can do to improve performance is to replace the internal drive with an SSD.

You also should be backing up this computer. I see Time Machine is not configured. I hope you are using another backup solution. If not, I'd advise you to get yourself an external drive and create that Time Machine backup before you do anything else. The slow speed of the internal drive is an indication of potentially imminent failure. If that happens while you have no backup you will hate your life. The newest macOS version your 2011 laptop can run is 10.13 High Sierra. I suggest you find the link @MartinR provided above and download the installer. Create a bootable USB installer and test that it IS bootable before you continue with upgrading your OS. When you have the confirmed bootable USB installer and your Time Machine backup, then you can safely replace your internal drive with an SSD.

To be honest, though, this laptop is well obsolete and it's productive days are numbered. And that number is small. You really ought to be making plans to replace it if you wish to continue to use the internet and modern software.

A few quick observations ...

You have only 4GB RAM in this machine. That is woefully inadequate. A 2011 13" MBPro officially supports up to 8GB RAM and it is possible to upgrade to 16GB RAM.

You have a slow 5400 rpm hard drive. While only about 50% full, the speed alone limits performance. It could be replaced with a much faster hard drive (7200-rpm) or even an SSD.

You are using Google Chrome, which is a known resource hog. It would be better to remove all components of Chrome and use Firefox or Brave instead.

You have Adobe Creative Cloud installed, which implies that you are using at least one Adobe app. They are resource intensive apps ... I'm surprised that they even run on a 4GB machine.

You have a number of apps that I am not familiar with and any of them could be interfering with performance but the one that actually concerns me is Grammarly/Project Llama, which you bypassed Gatekeeper to install.

Also, what is the device you need the HuaweiDataCardDriver for ? This is a kernel extension and it could also be a source of performance issues.

You have a basically decent machine but with limitations, some of which can be corrected. Upgrading the RAM & hard drive are not expensive to do, I would estimate under $250. But you do have a 13-year old Mac that is technologically obsolete ... I suggest it's time to consider replacing it.
