Shouldn't files from the phone have been automatically transferred to icloud and free up Iphone memory?

I didn't have enough memory for the Iphone 128 GB. I bought a 200 GB icloud subscription. But photos and whatsapp files from the Iphone did not transfer to icloud. icloud is only 40 GB full, and the Iphone still doesn't have enough memory. Shouldn't files from the phone have been automatically transferred to icloud and free up Iphone memory?

Or files that were in the Iphone's memory before buying an icloud subscription are not transferred to icloud.
