Safari wipes (deletes) my bookmarks, favorites, and reading list whenever I quit the application. How do I fix this?

It's done this whether I've had iCloud sync enabled or not. I've tried restarting my computer, updating, deleting Safari history, turning off iCloud sync, turning on iCloud sync, and nothing seems to work.

The issue is on MacBook Air M2 with the latest macOS update.

You already did a lot of investigation and ruled out the more obvious causes. Another obvious culprit may be having had a Profile installed, which I think you would already have known about:

Consider using EtreCheck, which often reveals some clues you can act upon. Instructions are here: How to use the Add Text Feature When Posting Large Amounts of Text, i.e. an Etrecheck Report - Apple Community. We can examine that report and make some suggestions... perhaps.

Looking into it, it's also not syncing bookmarks, reading list, or favorites with my iPhone, but it can see iCloud tabs (from my iPhone), and the bookmarks, reading list, and favorites are saving fine on my iPhone. I have iCloud turned on for both of them.

I've tried turning off and on Safari iCloud for both devices, but that did nothing either.
