Unable to accept new T&C in iCloud
iCl is failing to take me to a page where I can accept the terms and agreements.
I gave the latest 17.7.1 update. I have an iPhone 13

You can try this. No Guarantee It Will Work
Fix New iCloud Terms and Conditions keeps popping up on iPhone or iPad:
Go to Settings and tap your name.
Scroll down to the bottom and click "Sign Out."
Turn on the data that you want to keep a copy of on your device.
Click "Sign Out."
Tap "Sign Out" again.
Sign back in.
If you have set a ScreenTime Passcode, this must be removed before you will be able to sign-out from your AppleID account:
Settings > ScreenTime > Change ScreenTime Passcode > Turn Off ScreenTime Passcode
