Using an iPad 6th generaton with IOS 17.7.1 I see all the time a red circle with a 1 in it. Clicking brings me to the new iCloud conditions which I have to approve.
I approve and the iPad replies with
EDITING CANNOT BE COMPLETED.
this editing can not be completed at this moment.
this already lasts more than a couple of weeks

This is all I could find and it's a year old
Open the iTunes app and in the Quick Links on the Right side of the iTunes Store click Account and sign into your account details. If there are new terms to which you need to agree they will usually pop up there. Try agreeing to them
There is no iTunes app on my iPhone 14
Try the Music app which would have been the previous iTunes
i cannot approve the new icloud conditions
