Applew Music not allowing Recordings into the Cloud

I have PC's and an iPhone. Being a musician, I record performances and have enjoyed using iTunes to play my mp3 recordings on my iPod's, then iPhone's for many years.

After uploading a performance to Apple Music this past weekend, I am faced with an "Ineligible" 'Cloud Status' value. I am new to 'Apple Music', and have not yet gotten the hang of using it.

My question is, does Apple Music allow access to personal recordings uploaded into it's Cloud space from other devices? The other device primarily being my iPhone 13 Pro.
