no, only way to install any app of any type to your iPad is the app store, sites that show apps are likely windows or macOS apps which even if one could install from a web browser would not run on ipadOS
Apps for iPad/iPhone are exclusively distributed via the Apple App Store. Unless you are a Developer writing your own Apps for iOS/iPadOS devices, Apps for iPad/iPhone can only be installed from the Apple App Store. If an App cannot be found within the App Store, it is not available for your device.
Applications written for other Operating Systems (such as Microsoft Windows - per your screenshot) that are available online elsewhere, are simply not compatible with your iPad/iPhone.
