I have read all the instructions and recommendations on how to access Markup in Pages. I have tried them all.
Markup in Pages is not available. Period.
‘However, it is available in the Notes app.

Markup is not available in Pages on iPad.
What exactly are you trying to accomplish?
You can insert a drawing and use the markup tools and drawing implements, like the paintbrush, marker, pencil, eraser etc....
Tap on the Image insert icon at the top of the Pages screen, and then on Drawing, to insert a drawing.
I have iPad Pro 3rd Gen. with 18.1 iOS with no Markup in Pages
