Yes, the iCloud notes need to be removed but do not worry, they are removed from the iPhone, not from iCloud.

On your iPhone, go to Settings > [your name] > iCloud, turn off Notes, restart your iPhone and turn Notes back on. Wait a few minutes for the notes to be downloaded from iCloud.
