all my of my notes are gone after icloud TOS update this morning !

This morning today i had a popup on my iphone, it said something along the lines of agree to the updated icloud terms of service to continue using icloud. i clicked accept and went on about my day. then when i needed to go to my notes app on my phone all of my previously written notes are gone. it says i have zero notes in any folder including "All on My iPhone" and "Notes" This only happened after the tos agreement and i havent had this problem before. Is there somthing in the updated Tos to do this ? i would really like to get them all back
