As of recently, my AirPods Pro 2nd generation won't switch to the off mode for some reason. However, they'e still able to switch between transparency, adaptive, and noise cancelling modes. I tried resetting them and that worked, but the same problem happened again not too long after.

The option is at the bottom of the AirPods page in settings.
I have the same issue and I’m hoping it’s a bug. Surely I should be able to turn Noise Control off, since my understanding is that this results in longer battery life. Right now I can only use Transparency and Noise Cancellation modes.
So, I thought I was going crazy because yesterday 'off' mode worked but I had switched it to 'adaptive' mode and couldn't switch it back to 'off' mode. I tried resetting it and everything today when I saw that there was a software update. Thinking that it might fix it, I updated it. And now...there's no more 'off' mode. What the heck is going on Apple?!
