I did same and then back to US English and it immediately activated.

I phone 16 pro max been preparing for 11hrs now

Have you connected to WiFi? After connection with WiFi (network should be strong), it will take hardly 30 minutes to download.

Based on this screen shot, it looks like it is working. Otherwise, the green Apple Intelligence button would say Pending. Now you just have to learn how to use it.

It may be because it is a beta version of it.

If you are experiencing difficulties in preparing Apple Intelligence, please ensure that your device is connected to Wi-Fi.

And what do do if it's not fully downloaded?

Mine is 4.91 gb. Does that mean that's maybe why it is missing those .03gb to work?

Until now, I’m still stuck in preparing… I have iPhone 15 Pro Max 1.02 TB.
