I'm unable to turn on Sync library on Apple Music

I am using Apple Music on Windows 11. This was formerly an iTunes library that was recently updated to Apple Music when iTunes was deprecated. I am subscribed to Apple Music and want to sync this library. When I try to turn on Sync Library, I get the error "Genius results can't be updated right now. An internal server error occurred. Please try again later." but no useful information.

I have already rebooted the PC, rebooted the router, and deleted the Genius itdb files (both the old iTunes one and the new Apple Music one. No effect. I did notice that my media files are still in Music\iTunes whereas the new database files are in Music\Apple Music. I'm not sure how to rectify that or if it's even a problem.
