change Apple ID address

I can't change my Apple ID address, because my actual balance is 0.29usd and nothing costs that, in order to add more balance I need and American credit card (I set up my account in vacation at my aunts back in 2010ish), I dont have an American credit card so I can't add balance to complete at least 1 dollar to use it and change my address. Its like a loop hole, every article sends me back to the other one, I can't contact apple support cause they aren't any Dominican numbers available and can't seem to find where to chat with someone.

I'm afraid what you are describing does not make sense. You don't need any balance or payment method to change the email address you use for an account identifier (Apple ID). The support article Change your Apple Account primary email address - Apple Support outlines various methods for changing the email address (Apple ID) you use for your Apple Account while retaining everything in your account.

If you mean to change country setings, that is an entirely different thing and isn't what you were describing.
