Why do I need money on my card for free game downloads?

i understand why we need to have a payment method with a valid credit card ect. But why do i need to have money on the card to download free games i dont always have money on my card and i have to wait until i do, and what is the amount of money needed to download free games sometimes $20 and it will allow sometimes $50 and sometimes it has to be more its frustrating i cant download a free game even though i have a valid payment method it just doesnt have money on it until i get paid

Your payment method must function at all times to use your account. If you are using a debit card, the card must have funds available whenever you use your account for free content, for updates and for redownloads.

This is Apple's policy and there is no way to get around it.
