I come from a pre-digital commercial printing background. We could fade photos by specifying a percentage screen so that the image would fade into the background, allowing you to print text over top. I want to do the same with some of my photos, and somehow a few OS back I was able to. Now with Sequoia I can't find a way to do it. I don't have any photo editing apps. Is there a way to do it?

You can add a vignette, but that is the opposite of what you want:

I think you used to be able to add a "frame", but that is long gone, probably an iPhoto thing.
You may need a higher powered graphics program.
It seems to me that what you mean by "fade" is make everything lighter (on white paper, at least.) In Photos, I turned this:
into this:
by reducing the Black Point
And pushing the middle range output (which adjusts all tones) to brighter.
Blue might not have been the best choice for text…
Keith and Richard, thank you. I figured out a way to do it in preview: in Tools, select Adjust Color, and then play with the sliders, moving exposure and contrast close to the right end and the rest close to the left. Sorry the top image turned sideways.

Affinity Photo 2 works well with recent macOS versions, as well as with iOS and iPdOS.
