So I’m going the change my iphone 11 to an iphone 15 soon, I’m planning to give away my old phone so I’m deleting my apple id from it, I don’t want to lose my photos but I don’t want them to appear on my new phone and take up space (even with Optimize iPhone Storage) is there a way to just keep them on icloud but still transfer other data from it?

If you do not have any devices syncing the photos with iCloud for 30 days, they will be removed from iCloud. You will want to download the photos from iCloud and save them on a computer or external storage device. iCloud is a syncing service it is not a storage solution.
