So I deleted pictures of someone, what I didn’t mean to and I thought they were gone forever and I’d like to say these pictures are not on anything, however when I was on my gallery and I pressed review more photos. It shows the photos I’ve deleted, now this begs the question can I retrieve those photos again in any way?

That "Review Photos Identified as …" option is really hidden! I didn't know it was there. I'm guessing that you mean at this place:
"People>[name]>…>Edit Name and Photos>Review…"
You are seeing thumbnails images showing just the faces, right? Those are tiny face-only pictures that were made when you still had the full pictures in your Library. That those face pics are still there doesn't mean that the real pictures are still around.
You've checked Recently Deleted, I'm guessing…
Yep, I had hope maybe I would have a chance to retrieve the photos. But oh well, I have a back up so let’s hope that’ll bring it back if not I guess it wasn’t meant to be.
