When you turn off iCloud synchronization, you might be given the option to preserve a copy of your data on the device where you are turning it off. Also, there is a difference between turning it off for one device (which stops that device from synchronizing against iCloud), and turning it off for iCloud as well (which deletes your data from your iCloud account).
There are many situations in which people want to turn off synchronization for one device but do not want to turn off iCloud synchronization as a whole. A really common one is when someone goes to sell, give away, or trade in their old iPhone, iPad, or Mac because they are replacing it with a new one. They want synchronized data to stay where it is in iCloud for the benefit of the new device/

Baseless accusation. Apple goes to great lengths to protect people's personal data in iCloud.
