how do i add a photo to a folder

I have the icloud photo app on my Surface pro that is shared with my iphone.

i have difficulty making albums and folders, sometimes I can add a folder to the albums and sometimes it will not. I have managed to make a folder - I was able to add some photos from the recent folder in library but i also had a folder with 144 photos (made and named in July) , i am not able to move the photos from the folder from July into another folder.

every thing i look up is for Mac.

When directions say shared - does that mean shared between people or devices?

thanks

"Shared" albums are shared to people in other Apple accounts or by link to others.

Vocabulary: In Photos, Albums contain pictures. Folders can contain Albums and/or other folders. Albums can't have folders, and folders can't have loose pictures.

The handling of folders is easy on a Mac, but it is rather limited in iOS, and I think that handling folders is non-existent at iCloud.com.

Here is a non-Apple site that talks about moving albums to folders in iOS:

https://www.iphonelife.com/content/add-album-to-folder-photos-app

This article is written for iOS 17, but I tried it with iOS 18, and it works. (I use a Mac, so I do all the organizing there, and I have little experience doing it on phones and iCloud. And I have no recent experience with Windows.)
