appleID and a forgotten password

So I have a 2nd Mac.com email address. I use one for personal and one for work. The one for work has a problem in that Apple insisted I change the password, which I did, and then promptly forgot what it was. So for sometime now I have been trying to get back into my account and have reached the stage where I am told the account has been locked for security reasons and I will have to wait a while. That was 3 months ago and every so often I return to the issue (Now getting all mail to my personal account). I want to go back to using the work account so I got an old iPhone and started to set up the work id and when signing in tapped on forgot password. So now I am asked to verify there phone number. Done. I receive a code to the number. Put this in, then I am told they are sending a code to the email address! The same email address I am locked out of! So I tap on can't access the email address and I am offered a new code to my trusted phone number, again. I say yes. I get the code and input. Then once again the next screen is: we are sending a code to the email address. This is STUPID! Any answers welcome.

It's a big mistake using an Apple account's email address as the contact method for the same account. You get into exactly the situation you are in. I am surprised Apple lets people do it, but mine is not to question Apple's ways.

Since you are in a conundrum like this you will have to speak with somebody at Apple about this. This is compounded by the fact that this is one not one of the modern icloud.com addresses and from what others have reported, Apple has a hard time figuring out how to deal with those under their current system of doing things.
