My iPhone 11 battery is at 84%. Should I replace it?

Apple won't normally replace a battery until it drops to 80% health or lower, though at 84% yours is getting close.
Your problem probably isn't coming from the battery, though it's not impossible. First try the usual steps for performance issues; restart the iPhone, look at the battery usage and see what's taking up most of the power (which would show an app or process running amok), etc. If all else fails, restore the iPhone to factory settings, not using a backup at least initially, and see if that fixes the problem.

When the coverage information and the actual age of the iPhone don't match, then it's often the case that it was repaired by some unauthorized person, in which case Apple may well not touch it after that. But as Idris said, you can contact Apple and ask. If it needs more than just a battery, then I'd concur with Idris that the money would probably be better put to a new, or newer, iPhone.

Contact Apple and have the phone evaluated. Apple should be able to tell you what the source of the problem is. If the battery is causing other problems, they may say it should be replaced even if it's not below 80%. Note that, regardless of the cause of the problem, unless you have AppleCare, you'll need to pay for the repairs.
