why did my download speed drop by more than half after installing Big Sur?

On my 2013 Air running Mojave I was getting ethernet download speeds of 800-900 per my ISP plan. I updated to Big Sur (as far as I can go with this old sturdy computer), and now my download speeds can barely hit 300. (Meanwhile, my High Sierra and Sierra computers are still getting 800-900, so it's not the ethernet or ISP.) Oddly, my upload speeds went from 20 to 80-90. But I want my download speeds back. What could be causing this? And how can I fix it? Thanks.

Have you installed and run any "cleaning", "optimizing", "speed-up", anti-virus or VPN apps on your Mac, either before or after the upgrade?

Please download and run Etrecheck.  The free version is sufficient.
