I have been able to solve this issue by saving the preset in the Preview App. I then can access the preset in Lightroom where I need to use it.
Open any document in the Preview App and go to print. Set up the values that you want to save and save the Preset.
It's been broken for some time. I can't imagine why this has not been fixed.
