When trying to remove a 3rd party file belonging to an application listed in the following location I Get "Operation not permitted"
/usr/share/file/magic/
Filename: VMWare
even when running as "root" (or Recovery)
I tried chmod via Terminal and was still denied..
Is there a way to remove third party files clearly belonging to a 3rd party app?
The affected file is not locked via Get info, cannot add user to list of permissions as per above error.
That is part of the command line 'file' command (man file), and the file is stored on the read-only boot volume.
So A) you should NOT delete it as that will affect the 'file' command, and B) you CANNOT delete it because it is on a read-only volume. Not even disabling System Integrity Protection will allow you to delete it.
Try Disabling and Enabling System Integrity Protection...
I will advise against deleting this file. VMWare did not install this. It is present on all versions of macOS going back to at least 10.12. I suspect even old than that.

"VMware" name is actually the same name as a 3rd-party company, so it thew me off.
I did a clean install of MacOS and your right..
