No Toolbar on Apple Pro Ipad

There is no toolbar on my iPad. It’s really difficult to navigate. Also when I go into the app pages there is no toolbar. I can’t add pages. It’s very frustrating.

There is no toolbar in iPadOS. Some applications written for iPadOS may or may not have a toolbar.
