No way to agree to new iCloud terms and conditions

My MacBook Pro recently updated to Sequoia. I went to use it and it won’t work at all. The system says I have to agree to the new iCloud Terms and Conditions but when I click the button to do this nothing happens. It won’t even recognize my perfectly working WiFi network. I restarted, shut down and then tried to logout thinking when I logged back in it would ask me to agree to the terms and conditions. It won’t let me logout. Stuck.
