The only users who have not been able to delete apps are those with:
- Managed devices where they are not allowed to delete any apps
- Screen Time Restrictions
- Using an alternate app for restrictions such as Cape
- or attempting to delete an Apple app where it is not allowed
I would suggest taking an additional step of shutting off Share Across Devices at Settings > Screen Time > Share Across Devices and turning off Content & Privacy Restrictions completely at Settings > Screen Time > Content & Privacy Restrictions. Follow that up with a restart and compare results.
If you still have trouble, let us know what app you are attempting to delete and post the screen shot of what options you see when you attempt to delete the app.
