Voiceover constantly playing though its disable

Hi,

I was experiencing the same issue and VO was keep dictating in login page but fortunately I solve this issue from system preferences --> User and groups option. Plz check the image and uncheck the VO option from that menu while choosing your user id for login page. Thanks
