Can not accept terms and condtions after updating to Sequoia

I updated to Sequoia (15) and my Mac mini 2 will not allow me to accept the new terms and conditions. I can scroll down, check the box, but it will not accept. I get a pop-up saying that I must accept. I have tried everything I know of and still it dosen't work.
