I have the app downloaded, and have my clips on my timeline, but I am unable to resize the photos, it is cutting off the top and bottom of some of the photos. I have researched the problem and some say that I can change the top and bottom of the video same as lengthening or shortening the video, and some say there is a magnifying glass. I have neither option. Do I need to reformat my images and if so to what size

With iPhone iMovie drag-resizing apparently can only be done with video, not photo, clips.
As a workaround, make a screen recording of your photo in the Photos app to change it into a video. Then import the screen recording into your iMovie project. Then you will have the magnifying glass + control available.

Okay I am posting my own solution in hopes that someone else may run into the same problem. Once you add the photo to your time line if you tap on it it will appear with a "yellow" border. You can then lightly touch on the image and move it up and down to control where is will enter and end. Then you can also shorten or lengthen the image on you time line just by extending the ending by again touching it and lengthening.
A screen recording of the original photo will let you resize.
