I deleted my libraries and now I'm struggling with making a new library and this error keeps popping up. I have enabled the "full disk access" and it hasn't solved it, and I have enabled writing/reading permissions for every option under sharing and permissions how do I fix this?

When you use Reveal in Finder you should be taken to the library bundle with the four stars icon as in the FCP browser. It canot be in that Library folder. That is a system controlled location. Did you move it into the folder from another location?
What Library folder is this? Where exactly is it located? Show a screenshot in column view of the file patch to where Library is.
Can you help me locate it?
In FCP select the library in the browser, right-click, and use Reveal in Finder. Where is the library?

Move the .fcpbundle file into your Movies folder. The MacOS folders actually named "Library" are special folders and as Tom says are controlled by the OS.
You don’t have permission to save the file “___.fcpbundle” in the folder “Library”. How do I fix this?
