My household has always used my phone as the remote for our Apple TV.
when we updated to the new os it seems the 10swc skip buttons that usually appeared on the remote are missing. Is this a bug? Or is it an option that’s now missing?

For me, these extra buttons appear when something is playing where it can be used. It’s contextual, not permanently visible.
Yes! We used these buttons all the time. It's really annoying that they're gone :(
This happened to me too as well as direction buttons suddenly appearing and couldn’t swipe. Updating to Apple TV v18.0 software release fixed the issue and original function restored.
