Siri is not always giving voice responses after iOS 18 update

Has anyone ever who has upgraded to iOS 18 since it came out noticed that Siri is not always giving you voice responses to your inquiries?

if I ask anything from weather to sports scores, sometimes my device will just display the response and I will miss it because the notification because they disappear too fast.

I have checked my settings and voice responses are on.

India reset my iPhone recently to prepare for the update.

my iPad Pro has never been reset and it is also showing the same behavior with Siri.

Bith devices get restarted weekly and that did not fix the problem.
