updated to iOS 18 yesterday and everything in my Apple wallet appears fine but I cannot use Apple Cash or access it. Asks me to set up and I do and it says it’s complete then the same thing over and over again. Restarted my phone today and still nothing. I have money I cannot access

It finally worked for me, I needed to do the update and accept the terms of conditions of the new update, then it worked. Make sure all your updates are refreshed and you don't have any notifications in your generals tab

Have you tried just switching Apple Cash off and back on?
iPhone > Settings > Wallet & Apple Pay > Apple Cash > try switching off and back on

Do you use a VPN, ever had VPN app or VPN profile on your iPhone?
Never used vpn in my life

Go and accept the new terms and conditions! Also make sure all the suggestions are cleared on general settings page. Worked for me :-)
