how do I disable automatic window resizing in Sequoia

Since updating this morning when I move windows around on my cinematic display they JUMP to full screen if I even get close to the top of the screen. How do I make this STOP!

Well, I can assure you, based on almost 40 years of macOS experience, that lately (last few years) some features ar shoved down our throat, some disappearing again after loads of complaint.

Every new feature in the history of macOS has been "shoved down our throat." Stage Manager, Full Screen instead of Zoom, Mail non-columnar view, Mail preview links, Launch Pad, the Dock, and everything else that is new. I can't remember a single change that wasn't enabled by default. Even Desktop & Documents in iCloud Drive was defaulted to On in the Setup Assistant. Unless you pay attention while setting up, it will be enabled. That's how Apple rolls. You are just experiencing a feature you don't like. All the rest were apparently OK.

There a few posts that say Dell monitor software causes window tiling. Perhaps you have something installed that is doing it or re-enabling it. It seems the vast majority of users have no issues turning it off.

nope.

the monitor (second monitor) is just 'a monitor' and has no accompanying software (as far as I know). It just happens to be a Dell. however, the system does know how to detect that it is a Dell … . I don't know how it does that.

what you are also saying here is that the '+' in the green button should actually behave like it used to prior to Sequoia with alle settings switched off?

The option regarding disabling Tiling options in System Settings, Desktop and Dock, Windows, was not available to me. Sequoia 15.1.1 iMac. In Windows in System Settings I found, "Drag windows to menu bar to fill screen." I seems I was having trouble when moving windows because I was moving too far up to the top of the screen when dragging. I turned this option off. Seems to be OK now.

There are many annoying and unwanted settings in today's macos. It is unsustainable to remember and deactivate them each time. Apple has chosen to complicate life of users further by reverting these settings to Apple's choice of default on every update. For these settings, there should be a documented automated way to disable them from terminal. It is such a basic requirement for modern systems.
