Apple Watch GPS is not working in workout

I’ve been using the outdoor running function on the workout app for years. But recently stopped working. By the time it was not working, I was using an Apple Watch 6 and now I am using an Apple Watch 9. So for sure it's something not related to the watch itself but the Iphone setup. I have of course set up all location services on (including the one in the apple watch but also the iphone) ... I have seen all recommendations in this forum including restarted the conection with the phone, deleting app watch and installed it again... no success. Another clue... when i go to the watch set up location options, location is on and in workout app is also set up on when using the app , but something strange is that I cannot change any of the options inside every app ( options like activate location never, always, when using the app).. take a look at the screenshot , it seems the options are "fixed" with a black screen like a filter and cannot touch or change them... any help? (look at the screenshot where you will see that those options have like a black filter screen and cannot change those) ..
