Gift cards and ask to buy within family sharing

is it possible to add gift cards to my kids accounts so they don't have to ask for permission?

However, once they've used up the gift cards, I would like to have them ask for permission to make new purchases that would use my credit card as well as being notified that the balance of the gift card has been used up.

there are so many features that need to be improved/upgraded within the family sharing and controlling kids iPad. I swear it’s so obvious to me, but apparently not to these “geniuses” that work for Apple. 🤣🤣🤣
