I do not think you can fix it yourself. The best thing would be to contact your closest Apple Store and make an appointment for them to run diagnostics. Hopefully they can determine what's causing your problem and tell you if it can be fixed.

Are you using a fitted case with your iPad?
If you are using a case, try removing (or at least re-fitting) the case. Some cases can mechanically interfere with the iPad's physical volume buttons.
