I just subscribed to iTunes Match so that I could listen to CD loaded music
and Apple purchased music. The process of loading Cloud music to my library as already taken days and the updating wheel is still spinning. It shows my Cloud status as waiting.

How big is your music library? Matching time will depend on how much will need to be uploaded.
You can still play music on your computer during the upload process. With regard other devices, you iTunes purchases should already be available.
If the matching process has stalled , try signing out, close music app then reopen, sign back into your account. The matching process should resume.
