Verizon has nothing to do with the iOS version.
15.8.3 is the most recent iOS you can update to for the iPhone 7.

If you want to run iOS 16, you need an iPhone 8, iPhone 8 Plus or an iPhone X.
If you want to run iOS 17 and 18, you need an iPhone XR or higher model.
My advice would be to buy an iPhone 14 or higher model.
The iPhone 7 Plus cannot update to iOS 16 or iOS 17......if that might be what you are asking about.
If you want to run iOS 16 or 17......frankly you need a new phone.
