Why isn't my own computer sharing my password with my own iPhone?

Even when I have software up to date, my contact card is the same on both computers, I want to hook up to a network that my computer knows with my iPhone, and it doesn't offer to share it. It has never worked. What's the cause of this? And why don't we have the option to "make it happen?!"

Make sure that the device you are sharing the WiFi network from is unlocked and on. Your WiFi and Bluetooth must be turned on, and your personal hotspot be turned off. Both devices must have the latest version of iOS, or macOS High Sierra or later. Now try again!
