WRONG. Only YOU, using the Find My app on your phone, can turn on Find My.
Oh, and it probably means your phone’s IP address has been found.

If law enforcement or national security agencies were interested in tracking your phone – and had court orders allowing them to do so – there would be no indication on your phone.
Why would they need to "hack" your phone when they could order phone companies to disclose what cellular networks know about its location?
