I accidently deleted all my library. How can I recover it?

I accidentally deleted all my library by deleting all songs on my Windows desktop iTunes. Since it is synced with iCloud it disappeared from my iPhone as well. How can I restore it?

Itunes library My I tunes library, mete data, and MP3 and MP4 physical files were all stored on an external hard drive, that has just broken/damaged and unretreivable. Is the said itunes library available on icloud to bring back and retrieve. If so, how do I go about to find and retreive it ?

I would like to add that although I load a previous itl file that contains everything, iCloud syncs and deletes everything
